FUNCTIONS

Duties and responsibilities of the Department include the following:

  • Review, analyze, advise and provide guidance to the Ministry on sectoral policies including short and long-term planning;
  • Provide guidance in identifying potential projects and prepare projects and programme proposals for the Ministry;
  • Coordinate and prepare Ministry’s annual budgets and work plans;
  • Monitor and evaluate agriculture sector projects and programmes;
  • Coordinate the collection, analysis and dissemination of agriculture statistics including marketing intelligence;
  • Supervise, monitor, analyze and oversee household and national food security situation countrywide and provide early warning reports to policy makers in government for planning purposes;
  • Provide guidance and assistance in the Ministry’s Information Technology requirements;
  • Provide guidance and assistance for the Information Technology Unit in the development and maintaining of a data bank for agricultural statistics;
  • Source, manage and ensure the availability of both Other Recurrent Transactions (ORT) and development funds for the implementation of the departments activities both at headquarters and Agricultural Development Divisions (ADDs);
  • Ensure that capacity building plans for staff are taken into consideration and implemented for staff development;
  • Act as a linkage between the Ministry with relevant government institutions, the private sector, donor community and Non Governmental Organizations (NGOs) on agricultural issues;
  • Undertake staff performance assessment for officers in Planning Department; and undertake any other duties as per Ministry management requirement.
  • Provide guidance and assistance in the Ministry’s Information Technology requirements;
  • Provide guidance and assistance for the Information Technology Unit in the development and maintaining of a data bank for agricultural statistics;
  • Source, manage and ensure the availability of both Other Recurrent Transactions (ORT) and development funds for the implementation of the departments activities both at headquarters and Agricultural Development Divisions (ADDs);
  • Ensure that capacity building plans for staff are taken into consideration and implemented for staff development;
