The Water Development and Irrigation Sector of the Ministry of Agriculture, Irrigation and Water Development is a policy holder for the National Water Policy (2005), National Sanitation Policy (2008) and National Irrigation. Its mandate is to ensure the sustainable management, development and utilization of water resources for socio economic growth and development.

The Sector’s vision is “Water and Sanitation for all, always, and prosperity through irrigation”. The vision endeavors to ensure that every Malawian has equitable access to water and sanitation services for sustainable economic development and enhancement of the natural ecosystems.

The sector’s mission is to manage and develop water resources for sustainable, effective and efficient provision of safe water, sanitation and irrigation systems in support of the Malawi Economic Growth and Development Strategy (MGDS III). The overall objective is to achieve sustainable and integrated water resources management systems and proper utilization through irrigation, increased availability and accessibility of water and sanitation services for socio-economic growth and development and strengthening of the institutional capacity of the sector.

The Sector’s main strategic goals are to;

  1. Improve water resources management for socio-economic growth and development;
  2. Increase availability and accessibility of water supply for socio-economic growth and development;
  • Increase universal access to Improved Sanitation and Safe Hygiene practices; while ensuring Sustainable Management of the Environment for the Socio-economic Growth and Development;
  1. Increase use of water for irrigation to raise the contribution of irrigated agriculture to economic growth; and
  2. Improve sector management for efficient provision of water, sanitation and irrigation services.

Apart from the policies mentioned above, the sector is also guided by the following legal/regulatory and strategic instruments;

  1. Water Resources Act (2013),
  2. Water Works Act (1995)
  • National Water Resources Master Plan (2014- 2035)
  1. National Irrigation Master Plan and Investment Framework (2015-35)
  2. Irrigation Code of Practice (2018), and
  3. The Irrigation Act (2001) which is currently undergoing revision.
